these are supposed to be 2 piece the assembly is non locking but the outer ring is fused to the wheel how do i split them aside from cutting and how can i avoid this on future projects

could you post your model so I can take a look at it in detail? From first impressions, I would say that you placed the separate shells too close together and they fused during printing. It is hard to tell for sure with out the file though. To prevent this in the future make sure you leave ample room around pieces that are intended to be separate.
