Hi John,
I had the stickers for my puzzle cut by Oliver's Stickers.
Oliver has very good service, and I believe he will even make custom printed stickers (I just used standard colors for my puzzle). If you send him your request he will be able to provide a quote for you. You probably don't even need to send him the template since he has already made the stickers for me.
