What do people use to view .wrl files locally (on windows)? I'm trying to debug something and waiting for the entire model to upload to shapeways and process takes too long.

I use Cortona 3D (google it ).
But some times, files that display correctly with Cortona 3D are looking wrong into Shapeways' viewer...

The most popular programs for viewing are Meshlab and Accutrans3D. Meshlab is free, but it only supports one texture map. It can do some handy things to edit the file, so that's the one I use.
If you need something more full-featured there is View3Dscene which uses the Kambi VRML Viewer code internally. It supports all the other VRML "World" features like avatars, primitives, instancing, cameras, linking, etc. It is very fast and can convert files as well.
I also end up editing my .wrl in Notepad++ half the time to fix the texture path.
